Most works are commissioned by performers or performance groups seeking to expand their repertoire with something new or something fitting a specific occassion or need. Occasionally, individuals will commission a new work for a special occassion, such as a wedding, birthday, or retirement.
Frequently, grants are available to assist organizations in funding a commission. I may be able to help you and your organization find and write a grant for a commissioning project.
